Emergency Response Consultant, Haiti
Port-Au-Prince, Haiti
The United Methodist Committee on Relief seeks an experienced professional
to assist UMCOR in Haiti with emergency response and long-term
rehabilitation for the recent earthquake. The terms of reference for this
consultancy are to work for 60 days within a three (3) month time to help
provide immediate relief and establish a longer-term recovery plan.
Additional time will be considered depending on the outcome of initial needs
assessments as well as satisfaction of initial responsibilities.
Responsibilities: The UMCOR Emergency Response Consultant will be
responsible for the following: Work closely with UMCOR HQ and UMCOR staff in
Haiti to assess and address the needs of communities in Haiti who were
impacted by the January 12 earthquake. Lead UMCORs on the ground efforts
and coordinate needs assessments, relief distribution logistics and
long-term planning with network of local and international partners and
emergency responders. Identify and hire local staff to assist with
immediate, emergency response activities. Identify and secure equipment and
facilities for long-term rehabilitation activities. Conduct needs
assessments in affected communities to identify short-term relief needs and
longer-term recovery and rehabilitation needs.
Coordinate UMCOR staff, volunteers and partners in procuring, packing,
transportation and distribution of relief supplies. Lead data collection
and writing of grant proposals as needed. Assist UMCOR staff with tracking
of expenditures for relief supplies and activities in support of transparent
financial reporting and accountability. Assist UMCOR staff in the
development of monitoring and evaluation systems; and subsequent follow-up
to relief operations to determine long-term priorities. Help establish
long-term recovery plan, providing guidance on long-term rehabilitation
possibilities, with a focus on recovery and livelihoods.
QUALIFICATIONS: Familiarity with Haiti (language, culture and current
emergency situation). Experience conducting needs assessments. Experience
collecting data for and contributing to proposals and grant requests.
Experience with rehabilitation, recovery and livelihoods following major
disasters. Previous emergency response experience highly desirable. UMCOR
